Starting July 15, we will be implementing a 5 cent fee for ORG domains grace deleted in the first 5 days. The reason is that the central registry for ORG domains has implemented a new excess deletion fee:

The fee will not be charged to accounts that just delete a few ORG domains due to typos. It will only be charged to accounts that register and delete many ORG domains. Further details on how the fee will be charged will be coming soon.
Also, we are considering charging a 5 cent fee for all grace deletions, not just ORG. The reason is that some accounts are registering and deleting hundreds (or thousands) of domains, and it is placing a high load on our servers. Once again, accounts that just delete a few domains once in a while would not be charged this fee.

Recent issues of The World of .ORG have described the growing practice of domain name tasting and the potential danger it poses to the online identity of .ORG registrants who allow their domain names to expire. (See previous issues of The World of .ORG for more about this practice and PIR’s campaign to raise public awareness.)
But the consequences of the rise in domain name tasting go beyond the impact on individual registrants. One side effect of this growing practice, fostered in part by the abuse of the registration ‘add grace’ period, is the impact on the strength and credibility of the .ORG brand.
ICANN originally established the add grace period to give registrants up to five days to correct mistaken registrations. A few registrars, using sophisticated computer programs, are using the add grace period to register millions of names and then hold them for several days to assess their potential monetary value. The names that prove profitable are kept, but most are dropped in time to collect a refund on the registration fee.
To address this abuse of the registration add grace period, PIR, with the support of a number of businesses and organizations, has successfully petitioned ICANN to implement an excess deletion fee. Beginning 1 June 2007, PIR will impose the fee when a registrar’s deletions exceed 90 percent of its total registrations in a given month. The excess deletion fee is five cents (US) for every domain name that is deleted during the add grace period by that registrar within one calendar month.
