In response to registrar and .tel community feedback Telnic will be
reducing the lockdown period that currently applies to domain names
which are in a pending delete state where the redemption grace period
(RGP) has expired. Currently, names in this state are subject to a 60
day non restorable lockdown before being made available for
re-registration. This non restorable period will be reduced to 5 days
as a result of this change.
Domains are dropped once per day starting at 18:30:00 UTC using a
batch process. Following this change, domains will be dropped if they
have been in RGP for a full 30 days and have been in non restorable
lockdown for a further 5 days. The first batch release of domains
pursuant to the shortened lockdown period rule will occur on April
14th. There is no change to the duration of the RGP for deleted names
which remains 30 days.
This change will be promoted to the OT&E environment on Tuesday 6th
April 2010 and to the production environment on Tuesday 13th April
2010.

Q: Will .tel domain names resolve in the DNS during the redemption grace period?
A: No, once a domain has entered a pending delete state, it will not
resolve in the DNS.
Q: Will WHOIS continue to be published during the 30 day redemption
grace period and the 5 day non restorable lockdown period?
A: Yes, WHOIS will continue to be published.
Q: Does Telnic intend to publish drop lists for names which become
available for re registration?
A: Telnic is currently reviewing the timing and format of this kind of report.
Q: Does this change any existing EPP functionality available to
registrars during the redemption grace period?
A: No, existing EPP functionality remains unaffected by the change.
Q: How soon after deletion will a name become available for re registration?
A: A deleted name will become available for re registration 36 days
after the name was deleted unless the name is restored during the RGP.
Q: Does this rule only apply to domain names that enter the RGP after
April 13th?
A: No, any domain name where both RGP and Non restorable period have
expired on 13th April will be released in the scheduled drop on April
14th.
Q: Why is Telnic making this change to the lockdown period?
A: Telnic is responding to registrar and .tel community feedback that
has indicated that a 60 day lockdown period is too long.
